The City as a Lab program takes a different approach: Richardson's department heads identify real operational challenges — problems they are actively trying to solve — and Startup Runway opens those challenges to a curated global audience of startups and scaleups with proven, deployable solutions.

This is not a hackathon. We are not looking for ideas. We are looking for companies that have already built the solution and are ready to demonstrate it to a live civic client. The City of Richardson becomes the first US reference customer — and Startup Runway's network ensures the best-matched solutions reach the table.

The program runs in parallel with Startup Runway's corporate reverse pitch model — the same infrastructure, the same global pipeline, the same discipline around matching problem to solution. How to pitch your solution

Express interest via email
Send a brief introduction to [email protected] — your company name, the problem domain you address, and a one-paragraph description of your solution. No deck required at this stage.

Initial screening call
Startup Runway's team reviews your submission and schedules a 20-minute call to assess fit against current open problem statements. We match solutions to departments, not the other way around.

Curated pitch to department head
If there is a strong match, you are invited to present directly to the relevant City of Richardson department head — a live civic client with real authority to move forward.

Pilot agreement
Successful pitches can proceed to a structured pilot agreement. Startup Runway supports the commercial and legal framework to make this happen quickly, without the typical municipal procurement delay.
